Background
The success of technical and vocational education and training (TVET) systems in the Asia Pacific Region (member country states) is now generally considered to depend on quality development. This is because it is essential for enhancing the perception of TVET, fostering trust among TVET stakeholders, and persuading business and industry to actively participate in TVET systems and hire TVET graduates. Quality Assurance (QA) in Technical and Vocational Education and Training (TVET) has emerged as a key component in recent years in the context of Asia-Pacific integration, helping to promote regional labor mobility and create a more integrated regional labor market. For instance, by developing regional quality assurance and regional harmonization, the ASEAN Work Plan on Education (2016–2020) recognized the need to improve quality TVET.
Quality Assurance is a key component of successful internalization, mechanism for building institutional reputation in a competitive local and global arena and necessary foundation for consumer protection (National Universities Commission, 2009, Nigeria). Quality assurance in TVET is the systematic management and assessment procedures adopted by an educational institution or system to monitor performance and to ensure achievement of quality outputs or improved quality (Majumdar et al., 2010). Quality assurance (QA) includes internal and external mechanisms put in place by institutions and accreditation agencies respectively, to ensure standard in all the functions of the institutions.
TVET has played a key role in education as well as national development, which has attracted different names such as Technical Education (TE), Vocational Training (VT), Vocational Education and Training (VTE), Technical and Vocational Education and Training, Occupational Education (OE), Apprenticeship Training (AT), and Career and Technical Education (CTE). TVET is a specialized education designed to empower learners through the development of their technical skills, human abilities, cognitive understanding, attitudes, and work habits. In order to address the growing expectations of industry, continuous enrichment of the quality of TVET is a key priority in the region. The Goal 4 of the United Nations, Sustainable Development Goals (SDGs) emphasizes on Quality Education. Quality enhancement is one of the main objectives of the TVET system.
Colombo Plan Staff College, known as CPSC, is an intergovernmental organization for the development of TVET in Asia and the Pacific Region. The Asia Pacific Accreditation and Certification Commission (APACC) is a regional accreditation and certification body established through the CPSC Seoul Declaration 2004, with CPSC as the lead organization. It aims to accredit and certify the TVET institutions for human resources development through the standardization and harmonization of education and training systems, which will facilitate the mobility of the workforce across national borders in Asia and the Pacific region. APACC Accreditation is designed to help TVET institutions boost their ongoing performance efforts for the benefit of their faculty and students. APACC insists on a relentless pursuit of excellence via a quality education system for itself and the institutions it accredits. This ethic of excellence ensures that institutions will find rich benefits from accreditation and that parents can confidently make informed decisions about their children’s education, knowing their child’s school is accredited. Accreditation matters because our students deserve the highest level of educational excellence possible.
This special regional program is being organized to discuss and deliberate the countries’ best practices in quality assurance in Asia Pacific Region, issues and challenges being faced in APACC accreditation and how can the National Accreditation and Certification bodies of member countries assist APACC in spreading its tentacles in Asia Pacific Region. Inputs on draft APACC strategic Plan 2025-2028 will also be sought from the participants leading to its finalization.
Program Objectives
At the end of the course, participants should be able to:
- Appreciate the need and importance of quality assurance and regional/global accreditation in TVET;
- Identify best practices in TVET Quality Assurance Systems and accreditation practices in CPSC member countries;
- Gain insights on APACC accreditation as a continuous improvement approach to organizational excellence in TVET; and
- Develop an action plan to prepare for APACC accreditation at Institutional/national context.
- Provide inputs leading to finalization of APACC Strategic Plan 2025-2028.

The participants are expected to be composed of the following:
- Administrators / Managers in TVET Accreditation Councils / Accreditation bodies of CPSC member countries.
- Officials in Ministries of Government In charge of accreditation at country level in CPSC member countries.
- TVET policy makers and members of National Planning Commission in charge of accreditation at country level in CPSC member countries.
- Directors/ Dean/Principles of TVET institutions
- Heads of Quality Assurance Bodies at National level in CPSC member countries.

- Theme Paper 2: Next-Gen Accreditation for 21st century TVET practices: Harnessing AI, data-driven decisions & Industrial Partnerships
- Theme Paper 3: Incorporating Sustainability, Social Equality and Green Practices into Accreditation Standards (Developing Sustainable Accreditation Models)
Task Exercises, Presentation, and Workshop on the following:
- Task Exercise 1: SWOT Analysis of Existing Quality Assurance Systems of CPSC member countries
- Task Exercise 2: Drafting Logical Frameworks for TVET QA
- Workshop: Discussion on APACC Strategic Plan 2025-2028 (Culminating in its finalization)
Date and Venue
The five-day training and workshop shall be held from 19th – 23rd May 2025 at Colombo Plan Staff College at CPSC, Pasig, Metro Manila, Philippines.
