Formal TVET System
The formal TVET system in Mongolia follows the structure below as provided:
- Vocational education (ISCED 3)
This is being offered at upper secondary level with a duration of 2.5 years. It is taught in secondary vocational educational schools. - Vocational training (ISCED 3)
This is being offered at upper secondary level with a duration of 1 year. This training is usually taught in secondary vocational schools and polytechnic colleges. - Higher vocational education (ISCED 4)
This education is offered at post-secondary non-tertiary level with a duration spanning from 1.5 to 3 years, and is being taught in polytechnic colleges
Qualification Framework
The Mongolia National Qualifications Framework (NQF) is currently underway in Mongolia. In 2012, a sectoral Vocational Qualifications Framework (VQF) in the form of a qualifications’ hierarchy structure was approved by the National Council for VET, and this defines six occupational levels with descriptive indicators that covers all vocational training streams, including long-term, short-term, and informal education. In accordance with TVET Law (Article 16), the assessment of skills and competencies of TVET trainees are conducted by the respective training institutions and by VET Assessment, Information, and Methodology Centre (VETAIMC).

TVET Financing
As established in 2001, the Employment Promotion Fund finances activities in line with the Employment Promotion Law (2001), which includes employment promotion activities, short-term skills training to unemployed people, vocational counseling and information, employment support for youth, persons with disabilities and herders, support to SMEs, and small loans. The Ministry of Labour and Social Protection is the central administrative body that manages the Employment Promotion Fund.
