The formal TVET system follows the structure, comprising the levels of the Secondary Vocational Education, Engineering Courses and High-Level Engineering Courses. Below is the detailed composition of the country’s TVET system.

Qualification Framework
The Myanmar National Qualifications Framework (MNQF) started developing at the end of 2013, having twelve ministries prepare its initial draft by July 2014. The draft was revised based on suggestions from local scholars, a critical study done by international experts, and feedback from a national-level stakeholders’ consultation on the MNQF. By the end of 2015, the final draft was introduced and a National Accreditation and Quality Assurance Committee (NAQAC) was established. Likewise, the MNQF is composed of eight levels that includes basic education, TVET, and higher education.

  1. Certificate 1 - Semi-skilled worker
  2. Certificate 2 - Skilled worker
  3. Certificate 3 - Advanced skilled worker
  4. Certificate 4 - Supervisor

TVET Financing
TVET institutions receive resources from their corresponding ministries, which the expenditures for TVET institutions under the DTVET are primarily used for the teachers’ salaries. In 2014, it was suggested that the budget for TVET should be increased to be able to improve its quality of education and the high dropout rate rate. Moreover, there is still limited donor assistance in the TVET sector, having Asian Development Bank (ADB), Germany and Switzerland as major donors of the country.
