Background

Established by the Government of Mongolia in 1998, the Mongolian National Council for Education Accreditation (MNCEA) is an independent external agency. Its primary objective is to improve the quality of higher and technical-vocational education in Mongolia. The MNCEA is responsible for ensuring policy coherence in the development, implementation, quality assurance, accreditation, and recognition of qualifications.

Quality Assurance (QA), as one of MNCEA’s core mandates, serves as a crucial component for successful internalization. It acts as a mechanism for building institutional reputation in both local and global competitive arenas and provides a necessary foundation for consumer protection (National Universities Commission, 2009). QA in TVET is the systematic management and assessment procedures adopted by an educational institution or system to monitor performance and to ensure achievement of quality outputs or improved quality (Majumdar et al., 2010). It includes internal and external mechanisms put in place by institutions and accreditation agencies respectively, to ensure standards in all the functions of the institutions.

Mongolia gives high regard to the quality of its education systems. This is very evident in their laws, specific on educational standards and quality. To acquire such high standards and exceptional quality of education in the TVET sector, it is necessary that all stakeholders are aware of quality assurance measures and mechanisms used by various accreditors, both local and international. With the right information come empowered and more involved TVET institutions, ready to meet and even exceed the expectations of the TVET accreditors. This would also guarantee, along with the compliance of the institutions, higher quality TVET graduates. This would help support the implementation of TVET Quality Assurance in order to achieve the overall goal of providing quality TVET where prosperity, competitiveness, and economic development of Mongolia expectedly lie ahead.

CPSC is an inter-governmental organization for the development of TVET in the Asia and the Pacific Region. The Asia Pacific Accreditation and Certification Commission (APACC) is a regional accreditation and certification body established through the CPSC Seoul Declaration 2004, with CPSC as the lead organization. It aims to accredit and certify the TVET institutions for human resources development through the standardization and harmonization of education and training systems which will facilitate the mobility of the workforce across national borders in Asia and the Pacific region. So far, APACC has accredited institutions across many member countries of CPSC in the Asia - Pacific Region. APACC Accreditation is designed to help TVET institutions boost their ongoing performance efforts for the benefit of their students. APACC insists on a relentless pursuit of excellence via a quality education system for itself and the institutions it accredits. This ethic of excellence ensures that institutions will find rich benefits from accreditation and that parents can confidently make informed decisions about their children’s education, knowing their child’s school is accredited. It would also feel assured of quality students while employing them. Accreditation matters because our students deserve the highest level of educational excellence possible.

The program aims to assist the Mongolian National Council for Education Accreditation (MNCEA) in its initiatives by providing knowledge and strategies on maintaining accreditation as a robust quality assurance mechanism. It emphasizes the adoption of structured quality systems for TVET institutions while promoting the exchange and recognition of standards and criteria across the Asia-Pacific Region.

Program Objectives

At the end of the program, the participants are expected to:

  • Appreciate the need and importance of standards, quality, and accreditation relative to the national, regional, and global labor market;
  • Understand accreditation as a tool for improving the quality of TVET Institutions;
  • Develop institutional internal experts who can be proficient using the APACC accreditation system and manual for the future experience cascading; and
  • Assist participants to draw a system development plan for APACC accreditation.

The program will be conducted at the Colombo Plan Staff College, Pasig City in the Philippines from March 24 – March 28, 2025.


Program Management and Resource Persons

Program Supervisor Prof. Dr. Suresh Kumar Dhameja ([email protected]) is the 13th CPSC Director General and the 5th Director General who hails from India.

Prior to being CPSC’s Director General, Prof. Dr. Suresh Kumar Dhameja has served CPSC for 3 years as a Governing Board-engaged Faculty Consultant from September 2005 to September 2008. During his stint in CPSC he handled the Training, Research and APACC Divisions and the General Services Division as its Director.

Prof. Dr. Dhameja was a Professor in the Department of Entrepreneurship Development & Industrial Coordination (EDIC) at the National Institute of Technical Teachers Training and Research (A Deemed to be University), Chandigarh in India before he joined CPSC as a Director General.

He has held various positions at NITTTR including Dean (Academic and International Affairs), Head of Departments of EDIC, Information Management & Emerging Engineering (IMEE) and Chairman of Academic Cell.

The CPSC Director General earned his Bachelor in Civil Engineering, M.Tech in Geotechnical Engineering followed by an MBA and Doctorate degree in Business Management from premier universities in India.

He started his career as Assistant Professor in Civil Engineering at National Institute of Technology, India in 1985 and has a total work experience of 40 Years of Teaching, Training and Research.

Prof. Dr. Dhameja has visited more than 30 countries including USA, UK, Canada, Australia, Germany, and Italy, apart from many countries in the Asia Pacific region such as Bhutan, South Korea, Japan, Malaysia, Singapore, Thailand, etc. for conducting training programs and consultancy assignments. He has many honours and distinctions to his credit and has received letters of appreciation from many international dignitaries including Ambassadors, UN under-Secretary General,Director Generals and Secretary Generals of many international organizations.

Prof. Dr. Dhameja has published more than 40 papers in International and National Journals, presented 143 papers in International and National Conferences and has chaired technical sessions in many international and national conferences both within India and abroad. He is a member of the Task Force on Women and Youth Entrepreneurship at UN-ESCAP Bangkok.

Dr. Dhameja has authored and edited 22 books (Both International and National) in the area of Environmental Engineering, Environmental Management, Entrepreneurship and has guided 6 doctorate and many M.Tech students both at international and national level.


Program Coordinator Prof. Engr. Naeem Yaqoob ([email protected]) a Faculty Specialist and Chairperson of the Projects and Consultancy Division (PCD) at the Colombo Plan Staff College (CPSC), Manila Philippines. A specialist in governance & policy, project management, and public administration he also has a strong background in research & development and industrial engineering sector.

Prior to joining in CPSC, he was serving as Director for Projects & Administration at National Vocational & Technical Training Commission (NAVTTC), Prime Minister’s Office, Pakistan, leading national level skill development initiatives of Prime Minister and skilled more than 600,000 youth in last 10 years, paving their ways to sustained sources of livelihood. His global engagements include roles as an International Accreditor at APACC, CPSC Resource Person, USEF-USA Alumni (University of Massachusetts-USA), Community College Program Administrator (CCAP) USA, and Certified TVET Trainer from Guangzhou Industrial Institute (China).

With an M.Phil in Governance & Public Policy (Specialized in TVET and Project Management) and Bachelor’s degree in Engineering, he has spearheaded national level major TVET policies and Apprenticeship reforms and National Skills for All Strategies in Pakistan. He also has a vast experience of working with development partners like; UNHCR, JICA, British Council, and GIZ to enhance vocational training across Pakistan and beyond.


Resource Person Dr. Kesavan Ulaganathen ([email protected]) is a Faculty Consultant in the Colombo Plan Staff College(CPSC), Manila, Philippines. His academic expertise is on optical communication, industrial engineering and instrumentation, satellite communication, wireless communication, semiconductor technology, digital communication, RF and Microwave technology.

He obtained his Ph.D. in Wireless Communication at University Technology of Malaysia (UTM) in 2014, and his Master of Engineering degree in Electrical, Electronic and Telecommunication in 2005 in the same university. He has a Bachelor of Science in Engineering (Electronics and Telecommunication) degree from the College University Institute of Tun Hussein Onn (KUITTHO), currently known as UTHM - Malaysia where he also obtained a post-graduate Diploma in Education in 1999. He also has a Certificate and Diploma in Electrical and Telecommunication Engineering from Sultan Haji Ahmad Shah Polytechnic in Pahang, Malaysia.

He has an extensive teaching experience in higher technical education working as a lecturer at Sultan Haji Ahmad Shah Polytechnic (POLISAS), Kuantan, Pahang, Malaysia from 1999-2003; and as lecturer plus training officer at Sultan Azlan Shah Polytechnic (PSAS), Tanjung Malim, Perak, Malaysia from 2005-2008. He was appointed as Senior Lecturer at Sultan Haji Ahmad Shah Polytechnic (POLISAS) from 2009-2016. He was posted as Head of Department for Mathematical, Science and Computer at Polytechnic Sandakan Sabah, at East Malaysia at Borneo Island, Malaysia from 2017-2021.His last position was as Principal Lecturer in Sultan Haji Ahmad Shah Polytechnic (POLISAS), Kuantan. Pahang. Malaysia.


Resource Person Dr. Otgonbuzmaa Bandi ([email protected]) is a Senior Specialist for Quality Assurance and Accreditation of Technical and Vocational Education at the Mongolian National Council for Educational Accreditation.

She is actively involved in implementing competency-based training, assessment, quality assurance, and accreditation systems in the technical and vocational education sector.

In particular, she has contributed in improving the sector’s legal framework by working closely with the Technical and Vocational Education and Training Department of the Ministry of Education and Science, as well as specialists from the National Council for Educational Accreditation. She has successfully participated in working groups responsible for developing key regulations, including the “Regulation on Granting and Revoking Teaching Licenses for Vocational Education and Training (VET) Teachers,” “Regulation on Awarding Professional Ranks to VET Teachers,” and the “Accreditation Criteria and Requirements for Vocational and Technical Education Training Programs.”

Dr. Bandi also played an active role in shaping policies and strategies for the sector. As part of the effort to align technical and vocational education and training (TVET) programs with international standards, she effectively led the collaboration with the Ministry of Construction and Urban Development and the Ministry of Culture.


Resource Person Ms. Julifer Madeja ([email protected]) is a licensed professional teacher with a Bachelor's degree in Elementary Education. Currently, she serves as the APACC Officer, after previously holding the role of APACC Assistant from April 2016 to June 2019.

Ms. Madeja has extensive experience in teaching, having worked as an Elementary Teacher at both Jose Rizal University and Philippine Jin Nan Institute from June 2019 to June 2023. Additionally, she brings a wealth of experience in administrative work, having contributed to various public and private organizations over the years.


Resource Person Prof. Rizwan Raunaq Rao ([email protected]) is presently serving as Director Accreditation at National Vocational & Technical Training Commission (NAVTTC) Pakistan. He has a strong background of developing Manuals & Curriculum for different disciplines and a student of Research and Development.

Prior to joining in NAVTTC, he has a long and ample experience of teaching and training at higher education level. Taught English Language & Literature, Communication & Presentation Skills, Leadership, Workplace motivation, Stress management, Work ethics etc at different levels. Conducted training sessions on different modules and with different high profile organizations. Working as a News & Current affairs Anchor at Pakistan Television News (PTV), hosted different programs, inviting PM, President of Pakistan and different other dignitaries to his News shows, hosted Marathon transmissions such as General Elections, Transition of Power ceremonies, CPEC Launching etc.

A PHD scholar in IR, an Mphil in English Language & Literature, a Masters in English & IR has developed different Course outlines for Language, Communication & presentation skills. Has also revised & updated Accreditation manuals both for Institute & QAB at NAVTTC Headquarters.
