Background
Good is no longer good enough. To survive in today's competitive and turbulent environment, we need to excel. To excel, a TVET institution needs to focus on all parts of the organization, optimizing the use and effectiveness of all of its resources. Organizational excellence refers to ongoing efforts to establish an internal framework of standards and processes intended to engage and motivate employees to deliver products and services that fulfill customer requirements within business expectations that will result in continuous school improvement. (Harrington, H.J., 2006).
Institutional leaders have to realize that the world of organizations and management is changing very fast. Rapid environmental shifts are causing fundamental transformations that cause a dramatic impact on management of organizations. These transformations are reflected in the transition to a new workplace brought about by unforeseen events like the pandemic of today. And because of this change, organizations today face a continuous barrage of requests to improve quality, improve organizational governance, enhance institutional image for sustainability as well as improve instructional management.
Quality can be defined in many different ways. It can mean excellence, zero defects, uniform quality, satisfying customer needs or operational improvement. Quality is always bound to satisfying customer needs. Quality is about making organizations perform for their stakeholders – from improving products, services, systems and processes, to making sure that the whole organization is fit and effective.
Today, TVET, a sector which is dynamic, diverse and characterized by constant changes, is being increasingly recognized. The development of an effective TVET system is at the heart of all educational reform efforts globally because of its increasing recognition in its role to a country’s economic development as reflected in various initiatives. These lead to realizations that TVET needs to create new approaches and strategies in management and develop coherent policies that integrate different dimensions of excellence as part of its strategy.
Thus, in order to address the growing expectations of industry and society in general, continuous enhancement of the quality of TVET is a key priority in the Asia and Pacific region. Quality enhancement is one of the main objectives of the TVET system. To achieve this, it is necessary to ensure strong foundations of TVET excellence and quality assurance through the establishment of a Quality Management System.
A quality management system (QMS) is a formalized system that documents processes, procedures, and responsibilities for achieving quality policies and objectives. A QMS helps coordinate and direct an organization’s activities to meet customer and regulatory requirements and improve its effectiveness and efficiency on a continuous basis. Good quality management systems can enhance the organization’s brand and reputation, protect it against risks, increase its efficiency, boost its profits and position it to keep on growing.
Documents and records are among the important components of an organization’s management system in order to provide factual and substantial references of organizational procedures, plans and activities, essential information, rules and guidelines, and keep organizational records vital to the operations of TVET institutions. A TVET institution must be able to organize and collect necessary information regarding various procedures, plans, activities, and guidelines that are beneficial for its students, employees and its stakeholders, in general. Quality management aims to facilitate continuous improvement and development of operations and results. Managing quality means constantly pursuing excellence: making sure that what your organization does is fit for purpose, and keeps on constantly seeking for ways to improve and do better from how it was before.
Now, as an institutional leader in TVET, ask yourself the following questions:
- Do the same mistakes keep on being repeated?
- Is there lack of visibility between each and amongst your departments?
- Are there repeated clarifications asked by stakeholders regarding processes, procedures and responsibilities?
- Do employees come to disagreements regarding practices, processes and procedures?
- Does your institution receive negative customer reviews?
If you answered yes to any of the above, it may be that your management system is not working as it should be, and therefore needs some revision or enhancement. This calls for an effective Quality Management System.
This program is designed to assist the various TVET centers, institutions and schools in the ASEAN Region in its quality journey by providing training on quality management system that will lead the institutions to enhance their effectiveness and become more customer-focused. The program is a training workshop type to elaborate on the concepts and principles of QMS which include application of QMS tools resulting in developing vital documents such as employee/personnel and students’ handbooks and maintenance plans. Some learning tools will also equip the participants with deeper understanding and appreciation of the value and the benefits of QMS as a form of quality assurance platform.
The program design captures the aforementioned discussions centered on one goal: to make TVET in the region become more responsive and enhance its effectiveness as training institutions. At the end of the day, the program is meant to encourage the participants in exploring the unexplored pathways to make TVET more effective and operative the way it should be.
Objectives
At the end of the program, the participants will be able to:
- Demonstrate a deeper understanding, awareness and explain the need for quality management in TVET
- Explain the concepts and principles of QMS
- Apply PDCA and management tools for quality improvement in TVET
- Develop some essential documents for TVET management and governance
- Demonstrate leadership with the ability to influence and enthuse others through personal advocacy, vision and drive

Instructional Strategies
The delivery of the program follows a developmental learning approach beginning with an introduction to the meaning of and importance of quality, eventually leading to the construct of what quality management system is.
Moreover, the program was designed to employ a self-propelled learning approach in the formulation of system development projects such as essential, suitable and usable documents.
