Background
In the 21st century, different organizations including TVET are under pressure due to maintaining quality education and the changing mode of clients. The COVID-19 has also brought many challenges and TVET institutions need to run with the new normal. Because of change, TVET institutions today face a continuous barrage of requests to improve quality. TVET institutions as learning organizations must work hard to face the challenges; and organizational development is becoming an essential component of the learning organizations. This program explores the phenomenon of organizational development and the necessary capabilities of a TVET institution to survive in the changing environment. There is a felt need for TVET institutions to change and it is important to launch new ways to adapt to it.
Adaptability in the field of organizational management can in general be seen as an ability to change something or oneself to fit to occurring changes. Adaptability has been described as the ability to cope with unexpected disturbances in the environment.
Leadership plays a key role in the management of TVET Institutions and the success of the organization. Organizational leadership can be successful if they manage changes. Change management is the systematic approach to adjusting and transitioning organizational processes, procedures, strategies, attitudes, functions and/or technologies from their existing state to one that is considered superior.
It is a responsibility of the leadership to adopt change, formulate strategies to implement it, and bring readiness to all the staff members. Thus, CPSC has organized the ICP on Change Management for TVET to impart necessary skills, knowledge, and abilities to the esteemed participants of DPCCE and institutions under its purview.
OBJECTIVES
Generally, at the end of the training program, the participants are expected to apply knowledge and techniques of leadership and principles in the change management of TVET Institutes.
Specifically, the participants will be able to:
- Demonstrate a deeper understanding, awareness and explain the need for leadership and change management
- Demonstrate change leadership with the ability to influence and enthuse others through personal advocacy, vision and drive
- Mobilize resources to build a solid platform for change
- Apply change management principles in TVET

Program Contents
The delivery of the program follows a developmental learning approach beginning with an introduction to the meaning of change; importance of leadership and change management in TVET Institutes; functions of leaders and managers; change management principles; current challenges for change; PDCA Model for a Change Leader; and some management tools and strategies.

Program Management
[email protected]) is the first Nepali and the 11th Director General of CPSC. He is also the concurrent President of Asia Pacific Accreditation and Certification Commission (APACC). He has 30 years of experience in TVET starting as an instructor up to becoming the CEO of Council for Technical Education and Vocational Training (CTEVT) in Nepal. He served as Project Manager in ADB projects and Program Coordinator in Swiss Development Cooperation (SDC) funded projects. He was a key member in formulating the TVET Policy of Nepal in 2007 and 2012. Dr. Ramhari Lamichhane (He is a dynamic leader, certified project assessor, strategic planner, experienced project manager, TVET Institution Quality Assessor, TVET Expert, and a seasoned manager, attested by the awards received such as the Prabal Gorkha Dakshin Bahu IV from the Late King Birendra Bira Bikram Shah Dev and Global Educational Leadership Award by the World Education Congress; scholarship from Ryutaro Hashimoto Foundation, Japan; and Humphrey Fellowship from Fullbright Foundation, USA. He has presented papers in a number of international conferences and meetings on TVET. He has authored and co-authored publications on TVET in various thematic areas - accessibility, greening, entrepreneurship, financing, equality, and image building. Dr. Lamichhane earned his PhD and MPhil in Education Leadership from Kathmandu University in Nepal. He has a degree in Educational Administration, Planning and Policy from Peabody College/Vanderbilt University, Tennessee, USA. |
Ms. Zainab Ahmad is currently the Director General, Department of Polytechnic and Community College Education (DPCCE), Ministry of Higher Education Malaysia. Her responsibilities include overseeing the development and implementation of TVET policy via local and international partnerships, supervising human resource and students’ excellence, managing the development and implementation of full-time and lifelong learning curriculum, examination and assessment, instructional and digital learning, research and innovation; and monitoring the governance operation and excellence of polytechnics and community college. DPCCE is the biggest TVET provider in Malaysia, vis-a-vis public and private institutions – 36 polytechnics and 104 community colleges nationwide. At present, she is the Governing Board Member (GMB) for Malaysia in South East Asia Ministries of Education Organisation (SEAMEO), SEAMEO CELL and SEAMEO CED. Prior to this appointment, she holds major roles in two key departments of TVET which are Department of Polytechnic & Community College Education (DPCCE) and Department of Community College Education (DCCE). In DPCCE, she was designated as Deputy Director General (Planning) (2019) and Academic Senior Director (2018), whilst in DCCE, she was appointed as Policy Division Director (2014) and Academic Development Director (2011). She has worked in the areas of national policies and strategic direction for TVET and lifelong learning in community colleges and polytechnics; training and career development of lecturers and supporting staff including internationalisation activities for lecturers and students. She started her career as a lecturer in the Electrical Engineering Department of Ungku Omar Polytechnic in 1985. She went on to establish the Career Counselling Unit of Port Dickson Polytechnic before becoming the first director of Hulu Langat Community College in 2003. In 2008 to 2010, she was assigned as local coordinator for Colombo Plan Staff College (CPSC). One of her significant contribution is the formulation of the Excellence Criteria Model for Promotional Exercise (Higher Education Service Scheme) for Polytechnic and Community College lecturers. Ms. Zainab holds a Masters in Power Engineering from Putra University, Malaysia, a degree in Electronics and Electrical Engineering from Loughborough University, United Kingdom, and a Postgraduate Diploma in Psychology (Counselling) from National University of Malaysia. |

He has started his career with Training Institute for Technical Instruction (TITI)/CTEVT/MoEST, where 12 years was dedicated on research/study on improving technical education and vocational training in Nepal, demand-driven training courses development and implementation. Engr. Sanyog Bhattarai (Under his leadership, 12,163 employment-seeking youths including excluded and vulnerable women of Nepal capacitated in vocational skill development training targeting to provide in-country and/or foreign employment. He has worked under the component of vocational skill development training for EVENT/WBG/MoE (600 trainees), EIG/USAID/Winrock (3000 trainees), SaMi/Helvetas/SDC (1600 trainees), LYDP/WVI (300 trainees), SajhedariBikas/ USAID/PACT (348 trainees), CTIP/World Education (15 all-women trainees), Advancing Women Economic Empowerment-AWEE (2,000 trainees) funded by Government of Finland, Future We Want-FWW (300 trainees) funded by Zonta International and Education Joint Programming-Education JP (4,000 trainees) funded by KOICA. He has managed all phases; career counseling, trainees selection, vocational training, psycho-social counseling, business & entrepreneurship training, linking trainees with financial institutions for loan to start a enterprise, monitoring of on-going training, managing on-the-job training, linking with potential employers, job placement,establishing micro-enterprises, and income verification. He has provided Training of Trainers (ToT) to 500 plus technical instructors and teachers in Nepal, Bhutan, Albania, Uganda, and India. He has developed courses like active learners’ methodology, training of trainers, the use of mini-tiller in commercial farming, as well as pesticide management and application. He has experience in capacity building in different areas; TVET, agriculture, trade & fiscal policy, food security, value-chain, pesticide management, and soft-skills training. |
[email protected]) has retired from government service in 2006, however, she continuously impart her knowledge in various capacities like currently, she is a CPSC Project-Based Faculty Consultant, Accreditor of APACC and Research Consultant of the Technological Institute of the Philippines. Prof. Romulita C. Alto, EdD (She is not new to the CPSC, since she has been associated with the Staff College since year 1992 in various capacities. From 1992-1994, she was a Research Associate. From year 1997 to 2001, she was engaged in CPSC as Governing Board engaged Core Faculty Consultant and Chairperson of Consultancy and Marketing Division and Research and Development Division. Dr. Alto is the lead author of CPSC’s best-selling book - the Research in TVET Made Easy and was the lead reviewer of the APACC documents in year 2013 – 2014. She was also able to handle several high-profile assignments and projects in ADB, JICA, being an educator and international consultant for 57 years now. Dr. Alto earned her Doctorate Degree in Educational Administration in 1984, Master’s Degree in Teaching Chemistry in 1970, and Bachelor of Science Degree in Home Economics and Bachelor of Science in Education in 1961 all from the University of the Philippines. In addition, as an educator, Dr. Alto was a recipient of some awards in recognition of her outstanding performance such as the Outstanding Public School Teacher of the City of Manila in 1971, the Most Outstanding Natural Science Teacher of the Year in 1972, and the Outstanding Faculty of the Technological University of the Philippines in 2005. Among the scholarship grants she enjoyed are a CDG-Gesellshaft scholarship at the Asian Institute of Technology in Thailand on Remote Sensing Technology and Environmental Resources Management, Asia Foundation Scholarship on the Teaching of CBA Chemistry, and Teaching of Chemistry at RECSAM in Penang Malaysia to name a few. |
[email protected]) is at present a Senior Assistant Director at Competency and Career Enhancement Division, Department of Polytechnic and Community College Education (DPCCE). She coordinates international training programs with various international agencies such as Southeast Asian Ministers of Education Organization (SEAMEO), Japan International Cooperation Agency (JICA), Korea Polytechnics (KOPO), etc. In 2014, she was appointed as the Focal Person for Malaysia-Korea Hi-Tech Centre initiatives, a collaboration between DPCCE and KOPO. Ms. Nurhafizah Yahaya (In line with her field of study, she is also responsible for planning and monitoring the conduct of numerous English Enhancement Programs for managers at DPCCE and institutions as well as lecturers at polytechnics and community colleges. In 2014, she was nominated as focal person for the Training Programme for Malaysian English Lecturers in The TVET Sector that was conducted in collaboration with Westminster Kingsway College, United Kingdom. In 2016-2017, she was appointed as Person of Reference for DPCCE in English Language Education Reform Initiative in Malaysia, a collaborative program between Ministry of Education, Malaysia and Cambridge English. Apart from that, she is in charge of professional certification programs to equip core disciplines lecturers at both polytechnics and community colleges with industrial skills. She has previously served at Curriculum Development Division to coordinate English language courses for diploma and bachelor degree levels which are offered at polytechnics. She was also an English lecturer at Politeknik Sultan Azlan Shah, Perak from 2010-2012. |
