There is a growing demand for recognition of Technical and Vocational Education and Training (TVET) institutional qualification across borders due to a large number of emerging factors such as increasing economic globalization, significant migration flows, increasing international labor market opportunities for the highly skilled, and the growth in the international trade and services. The development of an effective TVET system is at the heart of all the educational reform efforts as reflected in various initiatives. TVET, a sector which is dynamic, diverse and characterized by constant changes, is being increasingly recognized. These lead to realizations that TVET needs to create new opportunities for students through innovative approaches and pathways, and develop a coherent policy that integrates different dimensions of excellence as part of the strategy.
In order to address the growing expectations of industry, continuous enrichment of the quality of TVET is a key priority in the region. The Goal 4 of the Sustainable Development Goals (SDGs) emphasizes on Quality Education. Quality enhancement is one of the main objectives of the TVET system. Other key objective includes increasing the attractiveness of education, training, and promoting mobility among technical and vocational students. With the increasing mobility of workforce in the region, demand for mutual recognition of qualification through a sound accreditation framework is expected to increase. To achieve this, it is necessary to ensure strong foundations of TVET excellence and quality assurance through Quality Management System (QMS) and accreditation system.
CPSC is an inter-governmental organization for the development of TVET in the Asia and the Pacific Region. The Asia Pacific Accreditation and Certification Commission (APACC) is a regional accreditation and certification body established through the CPSC Seoul Declaration 2004, with CPSC as the lead organization. It aims to accredit and certify the TVET institutions for human resources development through the standardization and harmonization of education and training systems which will facilitate the mobility of the workforce across national borders in Asia and the Pacific region.
APACC Accreditation is designed to help TVET institutions boost their ongoing performance efforts for the benefit of their students. APACC insists on a relentless pursuit of excellence – for itself and the institutions it accredits. This ethic of excellence ensures that institutions will find rich benefits from accreditation and that parents can confidently make informed decisions about their children’s education, knowing their child’s school is accredited. Accreditation matters because our students deserve the highest level of educational excellence possible.
TVET institutions give high regard to the quality of their education systems. To acquire such high standards and exceptional quality of education in the TVET sector, it is necessary that all stakeholders are aware of quality assurance measures and mechanisms used by local and international institutions. This would also guarantee, along with the compliance of the institutions, higher quality TVET graduates. This would help support the implementation of TVET Quality Assurance in order to achieve the overall goal of providing quality TVET where prosperity, competitiveness, and economic development expectedly lie ahead.
This regional program mainly aims to assist the Government of CPSC member countries with its initiatives by providing concept and knowledge on the organized structure for maintaining QMS and accreditations as quality assurance mechanisms. TVET institutes which are based on quality systems standards to maintain quality education and management need to promote exchange and recognition of standards and criteria across Asia and the Pacific Region.
At the end of the program, participants will be able to:
- comprehend the need and importance of quality assurance in TVET;
- identify best practices in TVET Quality Assurance Systems in the Asia-Pacific region;
- gain insights on APACC accreditation as a continuous improvement approach to organizational excellence in TVET; and
- develop an action plan to enhance quality of TVET.
The spiral learning approach will be used to deliver the program, start by mentioning a cluster of rough ideas, including some applications as well as some fundamental building blocks and finally, a self-directed learning approach through action planning.
